"The dispensation of justice on a consistent, constant and continuous basis is the way by which he/she who is in authority gives stability to the city, business or the country that they have oversight of, while those whose deep longing is for bribes (is being transactional - always after money) tear the city, business or country down. 

In this matter, Where do you stand? As the place you occupy determines the course of action you will pursue per time.
